CalRecycle

Michelle Martin serves as Deputy Director of the Division of the Circular Economy at CalRecycle, a department within the California Environmental Protection Agency. In this role, she oversees some of the nation’s most comprehensive extended producer responsibility (EPR) programs, guiding statewide efforts for carpet, paint, mattresses, pharmaceuticals, and sharps. She also leads the development of emerging EPR program for textiles, packaging, and loose batteries. Michelle works closely with producers, local governments, and other partners to strengthen programs that reduce waste, strengthen material recovery, and advance California’s circular economy goals.  

She previously led CalRecycle’s Financial Resources Management Branch, where she advanced recycling infrastructure and market development across the world’s fourth largest economy. Under her leadership. CalRecycle grant and loan programs expanded recycling capacity, strengthened end markets, and supported innovation in materials management.

With more than two decades of public-sector experience, Michelle brings deep experience in market development, cross-sector partnerships, and circular economy strategy. Her leadership continues to drive progress toward a more resilient and sustainable future for California.
